Sir:
In compliance with Cir. No. 6 H'd Qrs. Asst. Comr. Va. of Jan'y 29th 1866, I have the honor to report that the state of feeling between whites and blacks exhibits no marked change from what has been heretofore repeatedly reported. As usual freedmen's affairs are in as good a condition as could be expected and improving with the lapse of time. Temperance gains slowly if at all.
