Bureau R. F. and A. Lands
Head qurs. 4th Div 5th Sub. Dist. Va.
Matthews Ct. Ho. Va August 31. 1868.

S.C. Armstrong
Sub. Asst. Comr. 5th Sub Dist. Va.

Sir
In compliance with Cir. No 6 series 1866 Head qurs. Asst. Comr. State of Va. I have the honor to submit the following report on the condition of Bureau affairs in this Division for the month ending August 31st 1868.

In this Division Bureau affairs during the month have been confined to the circumscribed limits of routine duty only. The pulseless quietude of the preceding month having been continued through this month.

In the county of Matthews- to show that we have not been altogether in a condition of idleness or "masterly inactivity"- we have nearly completed a Log School house, in the New Point district, and also one of the same class and style in the Horn Harbor district. These buildings are being carried through to completion by the unassisted efforts of the freedpeople and will be finished at an early day when teachers will be required. On the Piankatauk district, the school building remains unfinished. This delay in completion is occasioned by a want of funds, which the freedpeople thereat state as impossible to be raised till after harvest. The same may be said of the unfinished school building at Warwick in Gloucester County. Aside from the foregoing I have nothing of special interest to report

Very respectfully
Your obed Servt
