be attributed to two causes, first to the ignorance of the freedmen who are thus imposed upon, who do not know what would be fair rent for the property they occupy, and being allowed to pay in work, and not realizing that "time is money" are often induced to pay a higher rent than they would otherwise agree to pay.  And when we consider that their wages are often very low it increases the inormity of this otherwise inormous extortion. The second cause I attribute to a niggardly disposition of many of the land owners of this Division, especially Northampton Co. to oppress the poor whenever opportunity presents.  There are however some exceptions, some freedmen are renting land at reasonable rates and in all such cases they are increasing their money and property.

In my last report I said but little in regard to the feelings existing between the races, for the reason I had not had sufficient opportunity to make observation on this subject.  But I am now prepared to report that it is deep and bitter on the part of most of the whites, who seem determined that the freedmen shall act and think both in
