General,
In compliance with the provisions of Circular No "6" Series 1866. from Hd Qrs Asst Comr. State of Va I have the honor to report,

That the feeling existing between the Whites and Blacks of this Division during the month of September, has undergone a slight improvement. I have heard of no cases of outrage or violence, and very few complaints have been made to me. Most of those made were of a trivial nature and were easily settled.  Probably the excitement consequent upon a close political canvass, when the election is ordered, will again stir up the ill feelings that have been rife in this
