I have the honor in compliance with Circular No "6" Series of 1866 Hd Qrs Asst Comr of Va to report that the state of feeling existing between the whites and blacks does not grow any better  although since the news was received from the Maine Election the whites have become very quiet politically

There seems to be a disposition on the part of a few of the prominent whites of my Division to change the course they would like to pursue and advocate privately and publicly obedience to the reconstruction and all other laws of 
Congress should they do so and I have no doubt but they will after the Presidential Election, it will have a tendency to harmonize the bitter feeling that now exists between the races
