I have however discovered that the feeling existing between the races is less favorable in this particular vicinity than in any other portion of the country. Known to me and in my judgment, the greatest possible caution & discretion is required from the U.S. Officers on duty here to prevent a collision.

In the Counties of Bath & Alleghany- as far as I am able to judge, the feeling is not so bitter but there is no doubt in my mind that there is more substantial hostility cherished by the whites toward the colored people at this time in Virginia than there has been at any time in its whole history- either this or a more open and candid expression, is given to this feeling by the whites, especially among the young men.
