ere long, this state of feeling will culminate in serious troubles. In this connection, I desire to remark in the most respectful manner that I am convinced that the limited and indefinite powers delegated to Bureau officers renders their operations almost fruitless- This fact, I imagine is being demonstrated now in the experiences of those officers who are cut off from all connection with the Army. 

The Schools have not yet been reopened and I am not advised as to the conditions of the School interests- The other matters upon which reports are called for, are so unknown to me that I am not able to give an intelligent idea concerning them.
