Bureau R. F. & A.L.
Office of A.S.A. Com'r. 3rd Div 6th Sub-Dist. Va.
Tappahannock, Essex Co. Va. Sept. 30. 1868.

General O. Brown
Asst. Com'r. Dist. of Va,

General:
I have the honor to make the following report in compliance with Circular No. 6. dated Hd. Qrs. Asst. Com'r. Dist. of Va., Richmond Va. January 29, 1866.

There has nothing of interest transpired in this Division the past month to make report of. The feeling between the whites and blacks has not materially changed. The leading men of this section have come out boldly and own that their party (Democrats) stand no chance of success; they drop their heads and approach a Northern man with outstretched hand and the colored man is treated with a little more civility.

Very Respectfully,
Your obedient servant
Watson. R. Wentworth, A.S.A.C,
