General: 
I have the honor to report pursuant to Cir. No. 6. Series of 1866. Hd Qrs Asst. Comr Va. that affairs are changed but little, in this division, during the current month. 
Labor is more abundant. The opening of the oyster season furnishes employment to many and brings a supply of ready money into the county. The little crops planted by the large majority of the freedmen, are now being harvested, and will supply them with food for a little while. 
There is considerable feeling manifested, in a quiet way, between whites and freedmen, and it would take but little encouragement
