General:
I have the honor in compliance with Circular No. 6, S. 1866. to make the following report for the month of Sep't. 1868:

The existing feeling between the Whites and the Blacks remains unchanged per my previous report for August: 1868.

There is no disguising the fact that the whites in my Division have a bitter hatred for the colored man, and the few whites who join in with the colored for the securing to them their political rights. They are utterly opposed to the colored being educated, and especially by these White teachers coming from the Northern States.  In fact they sneer at everything tending toward the elevation of the colored people. There are few among them but seek to cheat the negro upon all available occasions, and intimidate them by threats of shooting them for even trivial disputes that may or do arise between the two classes about work, &c &c.
