General: 
I have the honor to report in compliance with cir. no. 6, Hd. Qrs. Asst. Comr that freedmen's affairs in my jurisdiction are in as favorable a condition as usual. The schools are soon to open and will be increased in number over those of last year. I dont see any progress in temperance reform among the freedmen. The feeling of the whites is very bitter towards the freedmen in political respects.
