General:

I have the honor in compliance with Circular No 6 Hd. Qrs. Asst. Commr. State of Va. dated Richmond Va. Jany. 29th, 1866 to report the condition of Bureau affairs in my Division for the month of Sept. 1868

I have to state that everything in my Division is very quiet with the exception of the excitement in Rappahannock County resulting from the cases reported to you from this Office on the 24th inst   I have no further information to communicate as yet in the case referred to.  I should have stated in that report that the evidence before the Court of inquiry failed to disclose anything tending to show that the crime was committed for money neither can I learn that the deceased had ever had any quarrels with any one or that any finds existed between him and any one else, in the county - (Whites are not implicated or charged by the colored people)  The freedmen will do very well this year croping on shares as yet but very few difficulties have occurred between the whites and blacks in reference to contracts

The principle business of the Office has been during the month to settle the family
