I have the honor to make the following report for the month of September 1868 in compliance with Circular No 6 dated Hd Qrs Asst Com'r Bureau R.F. and A.L. State of Virginia, Richmond Va. Jan 29 1866

The state of feeling existing between the whites and blacks in this district I cannot say has improved since my last report although nothing has occurred to particularly expose its characteristics. A lack of moral independence, a universal distrust of the whites, an inexperienced estimation of their new and changed condition, a meager idea of the responsibilities attending freedom and self maintenance and a general lack of that ambition which is peculiar with the American, to amass wealth and knowledge and advance their social status, and also that commendable spirit to surround home with comforts and happiness, are undoubtedly and perhaps unavoidably marked characteristics of the present generation of the black man.
