General: 

I have the honor (in accordance with Cir. No 6, Series 1866) to report that the condition of "Bureau Affairs" is very encouraging. Though the bad state of feeling is a great barrier in the way of one, who is anxious to have things done quietly, and in order. The freedmen are more selfsustaining, and have much cause for thankfulness when they consider their present Condition. 

The harvest is ended and the husband is now garnering in the rich results of his patient toil, and industry. The freedmen have as a general thing been faithful to their engagements, and will soon gather in their reward — Many have a share in the crops, and will be placed beyond want.
