Captain
I have the honor to submit the following report of Bureau Affairs in general in the 2nd Division of the 8 Sub-District of Virginia for the current month.

There is nothing new to report so far as the general conditions of the freedmen is concerned. This has been one of the busyest month that I have experienced since I have been in charge of this Office. Recently on account of assaults that have been made upon Freedmen by white men in a few cases these assaults have been made by colored men upon each other, Each and all of these cases have received such attention as the circumstances required.

Our schools for this Div. are now in vacation & do not require a circumstantial report
