Sir:

I have the honor to make the following report of the condition of Bureau Affairs in this Division during the month of September 1868. pursuant to instructions contained in Cir. No 6, Series of 1866, H'd Q'rs Asst. Com'r Va.

The monetary condition of the Freed people of this Division continues the same as reported last month; though some improvement may be looked for temporarily while the corn crop lasts; The Tobacco crop will be only an average one, not as large as the Spring, preparations led them to expect; yet if the season is good for saving and curing, the quality may be so far improved as to compensate for the lack in quantity"
