Captain:-

In compliance with Circular No 6. from Head-Quarters. Asst. Com'r. Dist. of Virginia dated January 29th 1866. I have the honor to submit the following report of the operations of the Bureau R.F. & A. Lands in the 10th Sub-Dist. of Virginia, for the month of September, 1868.

The state of feeling between the races is not improving, and cannot improve until the political excitement attendant on the present canvass and election abates, the final issue of which will decide, for awhile, the course of public sentiment,

The schools are opening in this district, eight of them being now in session, and quite a number more being about to commence most of them opening during the first week
