Reports in compliance with Circular No 6. series of 1866. H'd Qrs Asst. Com'r State of V'a that the feeling between the Whites and Blacks, in his Division, is not so unfriendly as it has been for the last year. No complaints of any moment brought to him during the month, is of the opinion that owners of land will allow many of the Freedmen to remain. notwithstanding the notices given them to vacate. fears trouble when the crops are divided - their being made in most cases without consulting the Bureau, not in accordance to law - No temperance societies organized, -but little intemperance exists.
