General.

In compliance with instructions in Circular No "6" Series 1866. from H'd Q'rs Asst Comr State of V'a  I have the honor to report, That the feeling existing between the Whites and Blacks in this Division. is not as unfriendly as it has been for the last year, there has been no complaints of any moment. brought to me during the last month. In regard to homes for the ensuing year I am inclined to the opinion that the owners of land will allow a great many of the Freedmen to remain where they are now, notwithstanding the notices given them to vacate. They have found that they cannot control the votes of the Freedmen, and as it is absolutely necessary that
