Pursuant to Cir No. 6 S. 1866, Hd. Qrs. Asst. Comr. Dist Va. I have the to report on the "condition of Bureau Affairs".

The work of gathering forage having been completed, the Freedmen, though employed, are less profitably employed than during the latter part of September and for part of the present month. The more inteligent however are imploying their their time as to support and families comfortably and in many cases are actually laying up money.

But the less inteligent have not yet learned how to employ their time profitably except in cases of great emergencies when the demand for labor is unusually pressing as during the time of gathering forage. Though usually [[strikethrough]]un [[/strikethrough]]
