General:

I have the honor to state that the condition of freedmen and Bureau affairs in the 1st Division 5th Sub. Dist. Va. is without material change since the last report upon the affairs of said Division.

Business is improving somewhat owing to the opening of the oyster season, but continued warm weather renders the trade unprofitable.

There is a general feeling of increased security on the part of loyal men of both colors owing to the improved prospect of peace and political rights; I am confident that the greatest material benefit will accrue to this county upon a
