Few cases of litigation occur among the freedmen; misunderstandings or other causes of complaint are generally settled satisfactorily and without expense, at this office - The most numerous complaints made are for the recomp of the balances of wages claimed to be due for labor performed, and in such cases, referred to the Civil Magistrates, justice is generally and fairly administered. 

It is hoped that arrangements recently effected, will supply not only this Division but the whole Valley with a corps of competent teachers on condition of the Bureau furnishing the necessary buildings - By this means free schools can be offered in every town in which a sufficient number of pupils to make it an object to send a teacher can be found, and at the same time it is believed that the religious prejudices of the people will be allayed, as the Society (Presbyterian) which proposes to occupy this field has neither Churches or ministers in the Sub Dist.
