Genl  I have the honor to Report that there has been no change in the affairs of the Bureau since my last Report, everything is quiet and peaceable in this District, but very few complaints have been made to me by Freedmen, all are employed and doing as well as can be expected, and generally get their wages as fast as earned, I have had no dificulty in protecting the Freedman in all his Rights.  The greatest dificulty is inorganizeing and carrying on schools which all the Respectable Citizens seem to desire that the Freedmen should be educated, and there no obstacle in the way, yet it seems impossible to find any competent person who is willing to teach the Freedman, as soon as I can procure Teachers, I will be able to start several schools,  I do not know an Attorney living in this District who would Refuse to prosecute a cause for the Reason it was offered to him by a Freedman
