General,

In compliance with Cir. No. 6 Series 1866, from Head Quarters Assistant Comr., of Virginia, I have the honor to make the following report on the condition of Bureau affairs in this division comprising the Counties of Prince Edward and Charlotte.

The freed people in this Division are as well of generaly as can be expected, the crop of corn through these Counties has yielded very abundantly, therefore there is very little suffering at present amongst the colored people.  Such of them as have worked for shares of crops will be able to get along very well if only dealt fairly with at the final settlement for the year.  There are some men in this Division (few in number of course) who are prepared through a sense of justice and honesty, to act fair with colored men in their business transactions with them, but there is a large majority of White men who are always ready to take advantage of the ignorant, in order to cheat them, and never would give a colored man justice except when compelled by law through the agencie of this Bureau.

There is a class of colored persons in this Division who (through sickness during the Summer, age and other misfortune) are in very needy circumstances and fit objects of charity, the County Authorities will do nothing for them except send them to the Poor House, when any of them do go there their treatment is such
