that they can bearly make out to live on what they get to eat. Outside their class, the colored people are doing very well. Some work by the year at wages  from $7.00 to $15.00 per month (according to the worth of the laborer) with rations consisting of 3 1/2 lbs bacon and 1 1/4 peck of meal per week. Others rent land and pay one fourth of all they make as rent, and others work by the day at from 25 to 75 cents and board. In the hurried seasons they get more according to the demand for laborers. In reguard to temperance in my Division, I am sorry to have to report that the Colored people are very much given to the use of liquor particulary in Charlotte County. On last Court day there was no less than one hundred of them drunk and unruly. One of the magistrates and myself went amongst them and got them to go to their respective homes. I am not aware of a temperance organization in this Division:
