General:
In accordance with Circular No 6, Series 1866 Hd Qrs Asst Com Bu & C State Va, I have the honor to make the following report. viz: The feelings existing between the white and colored people of this Division in a general way, is very far from being good, but the effects of the late elections in the North, have so far, made a decided change for the better in the treatment of the whites towards the colored, so far as appearance is concerned at least. There is however, a great chance for further improvement, in giving the Freedmen their rights. The Freedmen of this Div are very much interested in educational matters, and I hope to have some temperance societies formed ere long. I have not seen but very few Freedmen, possibly five or six, under the influence of liquor since I came here.
