General:
I have the honor to make the following report of the condition of Bureau Affairs in this Division during the month of October 1868. Pursuant to instructions contained in Cir. No. 6 series of 1866, Hd. Qrs. Asst. Comm. Va.
Bureau business has been comparatively, quiet in this Division during this month since my sojourn here, which 
fact I attribute to two causes. First, all the colored people have been very busy saving the Tobacco Crop before frost injured it: and, secondly, all the whites have been busy attending the two weeks session of the Circuit Court, and the one week's session of the County Court. (over)
