In fact the negroes in this county are inclined to resent the idea that this winter they must pay 10 cents a week for schooling. They believe themselves the especial wards of the Govt over & above the blacks of any adjoining county & have yet to learn that liberty does not imply the right to lie back all the time on Govt charity. There will be some suffering this winter but probably not more than among the poorer of our white population in large cities 

A good deal is being said by citizens about what they will do when the Bureau is removed. & I could wish that the Bureau could be gradually removed Divisions merged in each other & after they were broken up the Districts retained for a short time. The elections have
