I have the honor to make the following report of Bureau affairs, in the 3rd & 4th Divisions, 8th sub district, Va., comprising the Counties of Montgomery, Pulaski, Giles, Roanoke, Craig and Floyd, for the month of October 1868.

The Freedmen generally are improving their time, working for an honest livelihood, and trying to lay by something in store for the future. The crops during the past season, have yielded abundantly, giving employment to the laborer, and raising many from a condition of suffering and want, to easy circumstances. 

Their educational interests seem to claim their special attention, and with the comparative quiet which now reigns from political excitement, there appears to be a general inclination to put forth every effort, to secure at least for their children the advantages which result from mental culture, and the improvement of their intellectual faculties.
