I have the honor to make the following report for the month of October 1868. in compliance with circular No 6 dated Hd Qrs Asst. Com. B. R. F. and A. L. State of Virginia. Richmond Va.  January 29th 1868.

The state of feeling between the blacks and whites as observed during the past month, presents no marked change, although there is undoubtedly a slight modification and less frequent exhibition of the known animosity towards the blacks. 

The September and October elections as expressions of the will and determination of the loyal people of the country show that there is no abatement of the feeling in behalf of justice and right and in behalf of those principles and measures deemed expedient and proper for the restoration of the rebellious States. In the face of these expressions the whites stand appalled and are less prone to put in obsticles in the way of
