the advancement of the colored race. Already all hope they ever had of altering the purpose of the national government has been destroyed and they are less ready to disregard the claims of colored men to justice and the equal protection of the laws. They see that the changes brought about by the result of the war are irrevocable and that the expressed will of the people is for a fulfillment of all designs in behalf of the colored race, and that facetious opposition will only bring discomfiture and evil results upon themselves. 

I am pleased to note a more elastic and cheerful disposition also with the blacks since the late elections and an eagerness to grasp present advantages for their improvement. I have rendered them all the assistance and encouragement I could in establishing schools and building school houses and churches for their accommodation. Arrangements are being made in two districts for building school houses and thus far are very successful. Schools are being [[strikethrough]] made [[/strikethrough]] established where none have been before, and it is confidently expected that 6 good schools will be in operation during November and the building of the two School Houses commenced.
