I attended the last Court of the new County (Cumberland) that has recently been attached to my Division, for the first time since the Official transfer, and in fact this first time in my life, and must say that with the epithets in my mind I had heard used expressive of the character of the people, I was somewhat disappointed and happily too, and hope that if I can see no better state of affairs in that County, I may not see any worse. I saw then what I never saw before in Virginia on a public day; that was only one case of intoxication, that was a while now, did not see a colored man drink a drop; but what demonstrations may hereafter be brought in contact with my senses, Time, the only true fortune teller will reveal.

Very Respectfully
