There are several places in the Division where faithful and energetic Teachers could organize good schools with success. The White people are generally opposed to those Schools but do not manifest open hostility except by refusing to let those over whom they claim control attend. One employer turned away from his service  a woman because she sent her boy to the School.

Clearly all who attend the School are those who are not bound by indenture or contract to service. Those having apprentices bound by indenture take the ground that they can take their own time and way in teaching them reading, writing, and arithmetic as required by law.  Some teach them in their own families while others neglect them entirely.  When the latter cases are found they are shown then law and informed of the consequences of its violation.
