General:
I have the honor in compliance with circular No 6 S 1866 to make the following report for October 1868. 

The existing feeling between the whites and the Blacks is as per my former report for September. 

The whole sum and substance of the matter is that had the whites the chance or power to crush down this colored class they would do it in a second. 

The colored people know this and already they fear the breaking up of the Bureau, as they all feel their sturdy sure friend will then be gone. 

The crops in my Div have been fair. Most of the colored have been very industrious during the last summer and now have a very good supply of corn. But the great
