I have the honor to make the following report the month of October 1868 in compliance with instructions contained in circular No. 6. Series 1866

I am happy to say that their is a great deal better feeling between the white and colored people in this county than at my last report. in the first part of the month some few cases of assaults on freedmen by the whites was reported. but the latter part of the month their have no case been reported. I attribute the good feeling between the parties to the result of the late elections in the northern states last month the white people threatened that they would not hire the freedmen the coming year and they would not rent them land &c. but I am pleased to see that they are not attempting to carry their threats into execution the freed people have no trouble in getting homes for the coming year. I have advised them to have written contracts with their employers and to have them made out at this
