Reports in compliance with Circular No 6. series 1866. Hd Qrs. Asst. Comr that there has been no change in affairs in his Division since last report. In July report made mention of a Patrol arresting a colored person for stealing corn without a warrant. I gave the names of this Patrol.- nothing has been done with the case.- the same thing has been repeated - colored people have been disturbed in the night. Patrols searching their houses without finding stolen property. The parties have not been brought to Justice by the civil authorities.- never will.
