General:

I have the honor to report in compliance with Circular No. 6, dated Hd. Qrs. Asst. Comr. Dist. of Va. Richmond Va. Jan. 29. 1866.

There has been no change in affairs in this Division since my last report, the feeling of the whites towards the blacks still remains the same.  In my report of July 31 I made mention of a patrol arresting a colored man, for stealing corn, without a warrant of arrest I was asked for the names of this patrol which I gave and nothing has been done with the case; the same thing has been reported in this Division since then and colored people have been disturbed in the dead of night by this prowling patrol to search there houses they have not as yet found any stolen property
