The feeling between the two races is improving, owing in a great measure to the absence of all political and electioneering interests either National State or Local. The Freedmen continue to be as a class temperate. The Educational interests of the Div are in poor condition. It would be a great help could the Bureau provide at least two Teachers for this Div to be located at Kempsville and Wise Farm during its possession by the Govt or until the expiration of the present lease Jany 1" 1869

The Freedmen dread the approaching discontinuance of the Bureau and some kind of an organization for their benefit and protection seesm almost indispensible
