General: 
I have the honor (in accordance with Cir. No 6, Series 1866) to report that the condition of "Bureau Affairs" is not so encouraging as I would desire. Though we have much to contend with - principally the deep rooted prejudice on the part of the whites; and the extreme poverty of the freedmen. It is true, a pretty good crop will be gathered this year - but owing to the failure last year, most of the freedmen are largely in debt, and I am afraid they will still be in a crippled condition for sometime to come. On the other hand many are doing well, having kept out of debt, they are now comfortable and can save some money. 

The "State of feeling" I think is slightly improved, owing I am satisfied to the result of the recent elections. I find that the colored people are being more kindly treated, not a single act of violence has been reported to me this month. 

I am in hopes this feeling may continue to grow better and
