General: 
I have the honor to submit the following Report on Bureau Affairs & Temperance for the month ending October 31 - 1868. 
During the month I have been called upon on several occasions to interfere to prevent freedmen from being driven from rented lands before the crops had been secured and divided, and have succeeded in every case, thus far, in protecting the rights of the laborers without resorting to the Courts, or to the Military Authorities. 
The freedmen continue to labor industriously, with a good prospect for the future. There are of course many cases where women with large families find it difficult to provide the necessaries of life, and cases of old people who have no one to look to for support. In these cases any aid
