General.
I have the honor to report in Compliance with Circular No 6. Hd Qrs Asst Comr dated Richmond Va January 29th 1866. The condition of Bureau affairs in my Division for the month of October 1868

The affairs of the Bureau in my Division are in a very peaceable and prosperous condition. I can see a decided improvement since last report. The tone of the press and the public sentiment generally is not so denunciatory of those differing from them in politics as heretofore especially is this the case since the late elections in the north & west.

The colored people seem to feel encouraged now. and have no fears of being deprived of the elective franchise.

I have had but very few cases before me of difficulties between the whites & blacks. & very little trouble in the settlement of accounts or contracts for the cultivation of crops in shares &c. The school this month has been very thinly attended owing to the busy season of Corn gathering  it is expected that the present number attending will be largely increased during the coming month. 

The school building has been repaired
