General:

I have the honor to report in compliance with Cir. No. 6 from Hd. Qrs. Asst. Comr. Va that there is no notable change with regard to the feeling between whites and blacks and with regard to freedmen's affairs generally since my last report except that the tone of political feeling among the whites is somewhat softened in view of the prospects at the coming election for President, which is a circumstance of great advantage to the interests of the Freedmen- No change with regard to temperance
