In Compliance with circular No.6 Head Quarters Asst Commissioner Dist of Virginia dated Richmond Va January 29th 1866, I have the honor herewith to transmit my report for the month of October 1868,  I am gratified to have it to say that as far as my District is concerned a better state of feeling exists between the white and Colored Citizens than ever before, the many little vexatious quibbles which I formerly had to contend with have very nearly passed away or are  becoming quite rare, which may be attributed to the fact of my constant intercourse with the people of all classes, and finally I have been successful in calming the "troubled waters" by a system of mild but earned reasoning  I have succeeded in having the rights of the downtrodden and oppressed fully recognized by the masses our Courts, however ignorant they may be of law are disposed to do justice to all
