Whites in regard to the Education and Moral improvement of the Colored Race. There is reason to fear that great suffering will be experienced among the Colored People in this city during the coming winter, there being an unusually large number of sick and infirm among them. There have been already numerous applications to this Office for relief in the shape of fuel and clothing and in some cases Rations are asked for. These applications have all been referred to the Civil Authorities who send the most needy of the old residents to the Poor House  Now already overcrowded, this being the only means of relief they have to give on account of the poverty of the Corperation
