In compliance with Circular No. 6. from Head-Quarters Asst. Comr Dist. of Virginia dated January 29th 1866, I have the honor to submit the following report of the operational of the Bureau R.F. and A. Lands in the 10" Sub Dist of Virginia for the month of October 1868.

The administration of the civil laws in this Sub-district has of late been marked with a spirit of justice toward the freedman, and of moderation in the prejudices of the whites, this change of sentiment is, that harmony between the races seems to be in a fair way of being restored, in spite of the prejudices and the machinations of those opposed to the elevation of the freedpeople as a race. 

The Schools in this Sub-District are opening with more general success than has usually attended there opening heretofore. The Schools in Alexandria have received so many acquisitions of late, that Miss Stratton, the Chief of
