In compliance with the provisions of Cir No 6, Bureau R F & A.L. Hd Qrs A.C. Richmond, Va, Jany 27th 1866, I have the honor to submit the following Report with reference to the condition of Bureau affairs in this Division.

Public Sentiment
remains the same, there being no special manifestation either of friendly or hostile feeling between the classes.

Labor
is plenty on reasonable terms; but no one accustomed to farming or shipping need be idle for want of employment.
