Bureau R.F. and A. Lands
Head Qurs. 3rd Divn, 5th Sub.Dist.Va.
Mathews Ct. Ho. Va. Nov. 28th 1868.

Bvt. Brig. Genl. O. Brown
Asst. Comr. State of Virginia

General
In compliance with Cir. No. 6. Series of 1866 HeadQurs. Asst Comr Richmond Va. I have the honor to submit the following report on Bureau affairs in this Division for the month of November 1868.

Since my last regular monthly report the condition of affairs is such as to show a continuance of their pacific character.

A division of the crops, occasioned but few disagreements, where such have arisen, they have invariably occurred among those, who, were not bound by the conditions, of a written contract. All disputes thus created, and submitted to this office, for settlement, have been adjusted, in an amicable, and satisfactory manner, and with such, measure of justice, and advice, to, and for, those concerned, as to have, no further cause, for complaint, from them, aside from this, I have nothing, of interest to report.

I am General
Very Respectfully
Your Obdt. Servt.
Thomas I. Rice
