In compliance with Circular No 6 Head Quarters Asst Comr Va Richmond Va Jany 29th 1866, in the matter of the condition of Freedmens affairs in this Division, I have the honor to report as follows viz:

I have nothing of serious importance to report unless it be that so far as my observation extends, the feeling between the races seems to be assuming a more favorable aspect, although no marked manifestations of kindness towards the race have been observed by me.- yet the absence of quarrels, and contentious to say nothing of conflict between the classes, indicate an improved condition of affairs generally. In the early part of the month,
