In the matter of the operation, of the labor system, I have found but few freedpeople, out of employment, and those not employed, are as a general thing of that class, who are either not inclined to labor, or are awaiting for something better to "turn up." Those who are regularly employed encounter of course, the ordinary difficulties, in affecting settlements, but generally are satisfied, and willing to abide by the decisions of the Bureau Officer, who still persists in adjudicating such difficulties, in his office, in preference to submitting them to the decision of the Magistrates.

The Schools are well managed and gradually increasing in strength.

The Freedmen's interests in all other respects have undergone no change since the date of my last Report, viz Oct 31" 1868.
