General.
In compliance with Circular No 6. Series 1866. from Head Quarters Assistant Commissioner of Virginia, I have the honor report, that the feeling existing between the Whites and Blacks, is about the same as heretofor reported.

There is but little intemperance among the Freedmen.

It has been reported to me by several parties, that Charles E. Bearsley. Deputy Sheriff of Spottsylvania County, is telling the Freedmen, that they have to pay taxes because they voted.

Anthony Pollard (colored) appeared before the Stafford County Grand Jury last Court, and entered complaint against a Mr. Armstrong (White) for an assault upon his (Pollards) wife, the Grand Jury
